RCOCI is pleased to announce and briefly introduce the publication of her latest issue of Governance Asia-Pacific Watch (October 2009), which focuses on the latest development about Asia Pacific countries governance activities.

World e-Parliament Conference 2009
The World e-Parliament Conference is the annual forum of the community of parliaments addressing, from both the policy and technical perspectives, how the use of information and communication technology can help improve representation, transparency, accountability, openness, and effectiveness in the complex parliamentary environment. The 2009 World e-Parliament Conference will be held in Washington, DC on 3-5 November 2009.  During the Conference, the preliminary results of the Global Survey on ICT in Parliament will be presented, along with guidelines and tools developed to help parliaments assess and improve their technological level.

2nd Conference of African and European Regional and Local Authorities
The 2nd Conference of European and African Regional and Local Authorities is scheduled to take place on 6-7 November 2009 in Florence, Italy. The Conference will focus on "the impact of the economic and financial crisis on decentralized governance in Africa: the response of local authorities to the new development challenge". It aims to raise the awareness of the international community about the difficulties that local institutions are experiencing in responding to the development challenges posed by the financial crisis.

Pre-Conference Meeting on Women in Local Authorities' Leadership Positions
The Seminar " Women in Local Authorities' Leadership Positions: Approaches to Democracy, Participation, Local Development and Peace" is scheduled to take place on 5 November 2009 in Florence, Italy. The Seminar aims to focus on the added value provided by the presence of women in local institutions in Africa. It also aims to lay the foundations for creating a platform for exchanging Euro-African experiences of women representative of local governments.

United Nations Opens Nominations for 2010 Global Contest
In continuing efforts to promote and support innovations in public service delivery worldwide, the United Nations is calling for nominations for its 2010 Public Service Awards.

The seventh annual United Nations Public Service Awards are open to local or national public organizations as well as public-private partnerships involved in essential service delivery to citizens.  Nominations can be made online at http://www.unpan.org/applyunpsa2010 until 31 December 2009.

The African Union Special Summit on Refugees, Returnees and Internally Displaced Persons in Africa
The Chief of the Governance and Public Administration Branch, Mr. John-Mary Kauyza will be participating in the African Union Special Summit on Refugees, Returnees and Internally Displaced Persons in Africa by facilitating a ministerial workshop and delivering a paper on "the Role of Leadership in the displacement of people in Africa." This event will be held in Kampala, Uganda from 19-23 October 2009.

Electronic/Mobile Government in Latin America and the Caribbean: Building Capacity in Knowledge Management Through Partnerships
UNDESA through DPADM is co-organizing a workshop with the Central American Institute for Public Administration (ICAP) and UNDP in Costa Rica from 17-20 November 2009. The objective of the workshop is to enhance the capacity of officials in Latin America, particularly in Central America, in tackling current issues and challenges of electronic /mobile government development in the Latin America and Caribbean Region. The workshop will also promote interactions on e-Government between three sub-regions: South America, Central America and the Caribbean, and further consolidate the UN Global e/m Knowledge Repository (tentatively called emGKR, or UNPAN portal), develop partnerships for capacity building in the region and identify capacity building needs for e/m-government in the region.

2009 Global Forum: Shaping the Future
The 2009 Global Forum will be held in Bucharest, Romania from 19-20 October 2009. The purpose of this event is to create an open framework for dialogue between high level representatives and experts from private, public and international institutions on topics of common concern related to the impact of new information and communication technologies on cooperation and economic development. Mr. Cherkasov will present on the division's Electronic Mobile Government Knowledge Repository (emGKR) at the conference.

Paper : Estimating Broadband Demand and its Economic Impact in Latin America
This paper estimates the demand for broadband technology in Latin America and quantifies the macroeconomic impact of broadband technology on employment and productivity. While the total number of broadband access lines is 26.8 million and has increased 38% in the last year, the region still needs to grow the number of lines by 41% (adding 11 million lines) to respond to the needs of the economy. If that were to be achieved, it is estimated that the deployment could result in, at least, 378,000 new jobs
